Former Regina Police Officer Admits Misusing Databases

A former long-serving member of the Regina Police Service, Robert Eric Semenchuck, has admitted to misusing police databases for personal relationships. The plea was entered at Regina Provincial Court without Semenchuck making any statements. The incident came to light in early 2023, but it wasn’t until March of this year that charges were officially filed by then-Police Chief Farooq Sheikh.

Semenchuck, who served with the force for 22 years, resigned from the RPS on April 21, 2025. The delay in laying charges was attributed to factors beyond the control of the police. It remains unclear how many individuals were contacted by Semenchuck, with some affected women present in court during his guilty plea.

The RPS confirmed the completion of its investigation into Semenchuck earlier this year, with ongoing commitment to pursuing any new leads provided to the police. The sentencing for Semenchuck is scheduled for January 23, 2026, with a pre-sentencing report due for court review earlier that month.

Following the incident, the RPS has implemented new protocols to prevent similar misconduct in the future. These measures include enhanced auditing procedures, reinforced training on appropriate database use, and clear reminders that database access should strictly serve investigative purposes.
