A Winnipeg resident, Noelle McIvor, expressed relief over the decision to shut down a veterinarian’s practice by 2026 after a surgical mistake led to the amputation of her cat’s hind leg. Dr. Wenchao Zheng, facing disciplinary actions due to professional misconduct, has agreed to retire and cease practice on June 30, 2026.
Zheng, who has a history of disciplinary issues with Manitoba’s veterinary regulatory body, pleaded guilty to the charges. As part of the disciplinary measures, he is banned from performing orthopedic surgeries immediately and must prominently display notices stating the same at his clinic, Animal Hospital of Manitoba.
The decision stemmed from an inquiry panel’s review citing Zheng’s repeated misconduct cases dating back to 2002. The panel criticized Zheng for disregarding the veterinary association’s sanctions and bringing the profession into disrepute.
In response, Zheng claimed he was unfairly targeted and mentioned potential discriminatory actions based on race or ethnicity. The Manitoba Veterinary Medical Association defended its actions, stating that complaints from clients triggered the disciplinary actions against Zheng.
McIvor, a former employee at Zheng’s clinic, reported her cat’s ordeal following an unsuccessful surgery. She witnessed her cat, Shadow, struggling post-operation, eventually leading to a leg amputation by another veterinarian. Zheng acknowledged his mistake in causing Shadow’s suffering and offered financial compensation for the corrective procedure.
The inquiry panel also highlighted issues with Zheng’s veterinary practices, emphasizing deficiencies in anesthesia knowledge and informed consent procedures. Despite Zheng’s claims of being singled out unfairly, the panel stressed the importance of upholding professional standards in veterinary care.
McIvor urged stricter accountability measures for veterinarians with a history of misconduct, emphasizing the need for higher standards within the profession. Meanwhile, a retired veterinarian who supervised Zheng’s clinic praised him for his dedication to serving clients in an economically challenging area of Winnipeg.
