During a visit to Halifax, Ukrainian President Volodymyr Zelenskyy held discussions with Prime Minister Mark Carney before traveling to the U.S. for talks with President Donald Trump to address the Russia-Ukraine conflict.
Carney expressed optimism about achieving a fair and lasting peace under Zelenskyy’s leadership as they prepared for their meeting. Additionally, Carney pledged an extra $2.5 billion in economic assistance for Ukraine.
An official statement from the Prime Minister’s Office outlined that a significant portion of the aid, approximately $1.6 billion, would be in the form of loan guarantees to international financial institutions. The remaining funds would support increased lending by the International Monetary Fund to Ukraine and Canadian participation in a debt service suspension for the country.
Zelenskyy’s Canadian visit followed a phone conversation with Carney on the previous day, leading to the confirmed in-person meeting later that day.
The Ukrainian leader updated Carney on diplomatic progress with the U.S. to resolve the conflict following Russia’s invasion in February 2022.
Zelenskyy is scheduled to present a 20-point peace plan to Trump during their meeting in Florida on Sunday at Mar-a-Lago.

Zelenskyy emphasized the need for joint efforts between the U.S., Ukraine, and their allies to strengthen Ukraine’s defense capabilities and advance the negotiation process, highlighting Russia’s delay tactics.
Carney praised Zelenskyy’s dedication to securing peace for Ukraine and reiterated Canada’s support in pressuring Russia to engage in meaningful negotiations.
